RDS connection problem

Sorry if this is not the correct place to post my problem but i have created some security groups in rds. yesterday i created tables using one of the ips specified. today that ip is down so am trying to access using other specified ip but it shows the error:

ERROR 1045(28000) :Access denied for user 'root'@some ip address(using password yes). plz help
